Because the
Project Counselling Service has worked for the
past twenty years in the continuum from conflict to post-conflict
in Latin American coun- tries, laying groundwork
for development, it has a Latin American experience of advocacy
related to promoting and defending human rights and developing
the capacities of local actors, particularly women, to play a
lead role in their country's social and political processes of
building peace, justice and democracy.
The Executive Directorate considers it

| pertinent
to develop advocacy processes at the level of the whole institution
for the next three years around two themes we believe to be fundamental
in the current Latin American context. We believe this will contribute
to consolidate democratic spaces and efforts to end impunity to
human rights violations, and specifically strengthen the capacity
of women-those mainly affected by domestic conflicts-in their role
as actors in the social and political processes, the uprooting and
rehabilitation of their lives and organisations at a local, national
and regional level.
The
PCS has closely accompanied the Central
American peace processes and the Truth Commissions,
seeking to strengthen the capacities of the affected populations.
They merit an institutional reflection that allows us to contribute
new and hopefully richer processes in this regard, such as those
Peru and Colombia are going through
today. |
