The International Seminar “Experiences of the Displaced Population in Colombia, Guatemala, El Salvador and Peru” was held in Lima in order to facilitate an exchange of experiences among the Peruvian, Colombian, Salvadoran and Guatemalan displaced organisations, considering the new environment envisaged in Peru after the approval of the Integral Compensation Programme included in the Final Truth and Reconciliation Commission Report (to be presented in September 2003).

PCS considered that due to the moment through which the Peruvian process was passing, it was important to have an encounter of organisations from other countries that had lived through such experiences. Thus, PCS facilitated a space to share lessons and to exchange experiences lived by organisations of displaced in countries that suffered from internal conflicts. The analysis of the events occurred in the recent past could show their experiences regarding the subscribed agreements (if such accords were subscribed) and the facts that occurred. This exchange enabled the organisations of the persons affected by the political violence and the displaced persons, to propose measures in the social movements in situations such as the present conflict of Colombia and in the post-conflict and reconstruction occurring currently in El Salvador, Guatemala and Peru.

The event resulted in a platform of recommendations for the Peruvian State, for the Truth and Reconciliation Commission and for the Civilian Society for the displaced population protection and compensation. The document was prepared by the representatives of the participating organisations and was presented at the “Human Rights and Displacement” panel, with which the seminar was closed.
